The COVID-19 Pandemic: Shocks to Education and Policy Responses by World Bank Group

Bangladesh : Education Sector Review, Volume 1

This report presents a set of policies to mitigate the impacts and groups them in three overlapping phases: Coping, Managing Continuity, and Improving and Accelerating. The guiding principle are to use every opportunity, in each phase, to do things better. This includes the provision of incentives, such as school feeding and school health programmes, to maximize reenrolment and attendance as schools reopen. By learning from innovations and emergency processes, systems can adapt and scale up the more effective solutions. In doing so, they could become more effective, more agile, and more resilient.

The World Bank is an international financial institution that provides loans and grants to the governments of low- and middle-income countries for the purpose of pursuing capital projects. The World Bank's most recently stated goal is the reduction of poverty. The president of the World Bank is traditionally an American. Although many countries were represented at the Bretton Woods Conference, the United States and United Kingdom were the most powerful in attendance and dominated the negotiations. In its early years the Bank made a slow start for two reasons: it was underfunded, and there were leadership struggles between the US Executive Director and the president of the organization. When the Marshall Plan went into effect in , many European countries began receiving aid from other sources. Faced with this competition, the World Bank shifted its focus to non-European countries.

Bangladesh has been recognized for its great success in improving educational and health outcomes during the past few decades. Coinciding with its economic growth over the past few decades, Bangladesh has rapidly improved the social indicators, including the improvement in the access to and the quality of primary and preprimary education. The National Pre-primary Operational Framework describes the plan for two years of preprimary education, starting with one year of preprimary education in all primary schools and gradually growing into a two-year program. With its Early Years Preschool Program EYPP , Save the Children has been providing the additional year of preschool to four-year-old children, who then progress to the one-year government preprimary class at age five and to first grade at age six. AIR investigated the impacts of offering this additional year of preschool education in Bangladesh on child development outcomes cognitive and social emotional , and examined the benefits relative to the costs of the program. The study also examined the mechanisms through which the intervention affected the outcomes of interest, and the operational and community conditions for program implementation.

The Washington-based lender said many young students in Bangladesh, as in other low- and middle-income countries, find it hard to get good jobs because they leave the education system without required skills to read, write or do basic math. The country should address this learning crisis by investing more in education and investing more effectively, it said. In Bangladesh, according to the report, children can expect to get around 11 years of schooling, but they lose about 4. For example, 35 percent of grade 3 students scored too low to even be tested on reading comprehension in Bangla, and only 25 percent of grade 5 students in the country passed the minimum threshold in math. The key factors behind this are: lack of access to early childhood development programs, low quality of teaching practices, challenges related to poor school management, and low levels of overall spending on public education.

The impacts of the COVID pandemic are far-reaching and will be borne by children for years to come. For millions, learning has come to a halt and essential health services like the delivery of life-saving vaccines are out of reach. Others have been plunged into a lifelong cycle of poverty.

The World Bank is listening to the voices of the poor in Bangladesh more than ever before. The World Bank is increasing support for projects that directly impact people at the grassroots level. It now follows a consultative process. This means it is going to stakeholders and talking to the people for whom the projects are meant to benefit. Their voices are then considered as policies are proposed.
